Roofing in Slovenia — price bands, permits and warranties

Slovenia has no shortage of roofing companies and a real shortage of available roofing crews. The trade sits on the national shortage-occupation list, marketplaces carry live requests marked "immediately", and homeowners routinely wait weeks for someone to turn up. We built our Slovenian operation around that single problem.

Price figures are compiled from published Slovenian cost guides and contractor marketplaces. They are benchmarks for orientation, not an offer, and the scope behind each band differs — which is why the same roof appears at €56/m² on one guide and €150/m² on another.

Building law, permits and warranties in Slovenia

The part of a roofing project that most contractors leave you to discover on your own. Summarised for orientation — the specification for your address comes from the survey.

Gradbeni zakon (GZ-1)

The construction act sets the framework. Whether your roof work needs a permit depends on whether it touches the structure, the energy performance or another regulated characteristic — not on whether you call it "changing the tiles". We establish that classification during the survey and tell you before you commit.

PURES-3 and TSG-1-004:2022

The energy regulation and its technical guideline govern what an insulated roof build-up has to achieve. Where a renovation materially affects energy performance, the build-up is calculated against these requirements rather than assumed.

Responsible site management and insurance

Construction work requires appropriately qualified responsible persons, registration where prescribed, and professional liability insurance. Site supervision must be independent of the contractor — which means the person checking the work cannot be the person selling it.

Obligacijski zakonik

The contractor’s liability for defects sits in the civil code and is entirely separate from any manufacturer product guarantee. A 33-year tile guarantee is not a 33-year roof guarantee, and we set the two out separately in every contract.

    A start date is confirmed in writing once the executor, the access, the evidence and the availability have been checked. Until then you get the reasons it is not yet a date, which is worth more than a number that moves twice.

    An urgent leak gets a written reply that says what can be offered and what cannot, rather than a promise made on the phone that nobody can put a date behind.

  • Locally manufactured systems

    Clay roofing and metal envelope products are made in Slovenia, so the standard specifications carry no import lead-time risk.

  • Bora-rated fixing on the coast

    Wind fastening on the Primorska coast is calculated for the bora, not for an inland average.
